The LA Times reports in "California electoral vote plan won't make June ballot " that a petition drive by GOP supporters to call for an initiative which, if approved by the electorate would potentially split California's electoral votes in the presidential elections has failed to gain enough signatures to make it to the June 2008 ballot as an initiative. The June ballot would have been an ideal time for the initiative since the primary will be held in February making June a low interest election, which tend to break towards the right. Supporters of the measure plan to try for the November 2008 ballot, unsure if the results could be used right away or if they would have to wait until the 2012 presidential election.
A Giuliani backer offered the seed money for the petition drive. After a first group gave up, our old friend Darryl Issa (who knows a thing or two about theft* ) stepped in to help continue the work, but they could never raise the 2 million considered to be needed to get enough signatures on petition. I assume that they had actually started collecting some names though since there was a report of the signature gatherers doing their stuff at homeless shelters. I don't know why the GOP never gets enough of sleazy tactics.

Gilliard said proponents held out hope that the measure could appear on the November ballot, with the presidential contest. But he said that was a dicey scenario: Even if it were on that ballot and won voter approval, it might not affect the 2008 election.
The initiative might not kick in until 2012, Gilliard said -- adding that courts likely would decide the question.
The proposal would replace California's winner-take-all system of appropriating its 55 electoral votes, awarding them instead by which candidate wins individual congressional districts.
Republicans hold 19 congressional seats in California, suggesting the GOP presidential candidate could win at least 19 electors here --almost the equivalent of Ohio's.
Keep in mind that this would be a unilateral give-away watering down of CA votes, with nothing being done to break up Texas or any Republican leaning states' votes.
Republicans whined that maybe the federal government would help us with our beaches or something. (In fact, beaches are generally states' responsibility. I don't know why they would be pushing a kind of welfare for our state responsibilities, seeing as they are supposedly against that kind of thing.)
A GOP guy on NPR a couple of weeks ago, said that several US states have similar division of electoral votes. But, um, looking that up we find that 2, yes 2 states (Maine and Nebraska) can potentially divide their electoral votes by the results of their congressional districts, but a reliable source says that actually has never happened. Big several there, 2. 2 isn't several. It isn't even a few. It's a couple.

* Congressman Issa has told journalists that his brother was a car thief and that was why he went gung ho into expanding a car alarm business he acquired from a boss who defaulted on a loan to the young man (IIRC). Issa's voice used to be heard regularly in some parts telling people to "step away from the car". The House member was also the man who started the 2003 gubenatorial recall drive. He, of course, assumed someone other than the current occupant would be filling the slot in the end, but gave up trying, some say because of a promise by the GOP to get him into one of CA's senate seats. Unfortunately, it looks like ol' Darryl would only get to that position if he offered to pre-warm a chair for the Honorable, Mss. Feinstein or Boxer.
