The level of melamine in most of the contaminated chickens is low enough that it is most likely that any illness you develop won't be traceable to the melamine contamination, and therefore you will have to pay for all hospitalization and treatment yourself instead of suing the pants off the offending companies, the FDA has decided.
Of course the Washington Post report on the subject does not say that. I'm just interpreting their double speak.

rise in cancer in China. It's the pollution and the food and food
additives--melamine not withstanding.
