An analysis by the LA Times (linked here at the Houston Chronicle "Petraeus' promotion tied to future war policy ") says that the Petraeus promotion means many more years of high troop levels in Iraq and an eye towards invading Iran.

Petraeus has been the prime advocate of Bush's policy of a large troop presence in Iraq. By naming Petraeus to a job that lasts into the next administration, Bush ensures the new president will confront the military's strongest voice for maintaining a big force in Iraq.
Petraeus also has emerged as a leading critic of Iran's interference in Iraq, making his appointment a signal of heightened U.S. attention to Tehran. His expertise with Iran's military and political leadership will allow him to take a more hands-on approach to dealing with the government.
Defense Secretary Robert Gates said Wednesday that Bush will nominate Petraeus to take over as chief of U.S. Central Command, which also oversees Afghanistan and Pakistan. The job was left vacant in March when Navy Adm. William Fallon stepped down after appearing to criticize U.S. policy in the region, especially on Iran.
The analysis also claims that Petraeus is being rewarded for "a job well done", but other analyses say that all the successes that Petraeus is supposed to have won actually were accomplished before the surge was well underway, and the effectiveness has been hampered because of the faction that the US has chosen to back politically and militarily.
The Awakening Councils were formed before Petraeus took command. They were Sunni tribesmen who saw that it wasn't a good thing to be backing the murderous little popinjays in Al Qaeda in Iraq. So they worked out a deal before Petraeus time to rent their militiamen to the US to effect some security in the Sunni tribal areas.
The nations was less bloody in the months after the surge was in full swing, because a sectarian divide of Iraq and even Baghdad had been effected in the years before the surge and in which nearly a quarter of the nation had been driven from their homes or killed (21 m Iraqis before war 4 million displaced, over 1 million dead).
