Mostly, the only people in New Orleans that were allowed to get FEMA trailers were ones with property who had the means or the luck to get their utilities re- installed pretty quickly Even those had to fight for many months to get the help.
And most of the rental housing in New Orleans was damaged, much of it has never been restored, especially the public housing apartments.
The result was that people were basically thrown out of New Orleans if they were among the poorest citizens.
But that's the Bush administration for you.
These rural areas may not be wealthy, but I bet they're quite red.
And I wouldn't want the people there to do without, but new trailers could have been ordered after the people of New Orleans had been taken care of. It's been 2.5 years after all.
